Chen Ping’s Third Strategy
Advising Liu Bang to Form an Alliance with the State of Qi Against Xiang Yu
During the Chu-Han Contention, after his victory at the Battle of Wei River, Han Xin quickly took control of the Qi territories, and sent word to Liu Bang of the victory, also requesting that he be made the new king of Qi. At the time, however, Liu Bang was under siege by Xiang Yu in Xingyang, eagerly awaiting reinforcements from Han Xin. When he received Han Xin's request, he was furious, but eventually acted on the advice of Chen Ping and approved Han Xin's request. This both strengthened his relationship with Han Xin and made an alliance with the state of Qi. Xiang Yu was worried after losing Long Ju (龙且, d. 204 B.C.), one of his top generals, in the Battle of Wei River, and sent word to Han Xin, trying to persuade him to rebel against Liu Bang, and to declare himself King of Qi. Han Xin, however, refused to betray Liu Bang, and later organized an army to move southward and attack Xiang Yu [18].
Advising Liu Bang to Form an Alliance with the State of Qi Against Xiang Yu is an application of the 23rd stratagem, Befriend a Distant State While Attacking a Neighbor, and is associated with the 38th hexagram, Fire over Lake [1], [28].
