Openly Repair the Gallery Roads, but Sneak Through the Passage of Chencang
The phrase comes from during the Chu-Han contention (206-202 B.C.), when Liu Bang retreated with his army to Sichuan, wanting to prepare for a battle with the rebel warlord Xiang Yu. Once fully prepared, Liu Bang announced that he would rebuild the roads he had previously destroyed, and sent some of his men to do this. All the while he was secretly sending troops toward Guanzhong, indirectly, via the small town of Chencang. Xiang Yu, having received news of Liu Bang repairing the gallery roads, completely dismissed Liu Bang as a threat, knowing it would take years to repair the roads. Liu Bang was then able to retake Guanzhong by surprise, ultimately leading to his victory over Xiang Yu, and the birth of the Han Dynasty [1], [19].
Openly Repair the Gallery Roads but Sneak Through the Passage of Chencang, is associated with the 42nd hexagram, Wind over Thunder. Wind and thunder strengthen each other, doubling each other's energy. Wind's outward penetrating motion provides cover for and carries within it the Thunder which strikes unexpectedly [1], [28].
